The British Vice Consul at Haiphong has been

instructed to investigate all possible sources of information

concerning the alleged continuance of the arms traffic via

Tonkin and concerning the situation in Hainan.

5.

He has informed me that a contract entered into last

year by the Chinese Government for the supply of fifty

Dewoitine aeroplanes has only recently been completed and the

last machines delivered.

Repeated to The General Officer Commanding the Troops,

Malaya (without enclosure), and to the Staff Officer

(Intelligence), Hongkong.
